Pay the correct amount for your CEDULA.

A Cedula, also known as a Community Tax Certificate, is a legal document required for filing an income tax return, obtaining a business permit, applying for a bank loan, and other business or personal transactions. It can be obtained from the city or municipality of an individual’s place of residence, or of a corporation’s principal office, upon payment of a community tax.

The tax has 2 components:

 


Individuals


Corporations


A. Basic community tax


Php 5.00


Php 500.00


B. Additional community tax


Php 1.00 for every Php 1,000.00 of income during the preceding year


Php 2.00 for every Php 5,000.00 of real property owned in the Philippines

+ Php 9.00 for every Php 5,000.00 of income from business activities in the Philippines during the preceding year

 

Not to exceed Php 5,000.00

Not to exceed Php 10,000.00


Unfortunately, the current procedure for the issuance of Cedulas leaves a lot of room for misrepresentation. For individuals for example, the name, address, citizenship, and birthdate are just filled in without supporting documents, while other information such as the TIN, right thumb print and sometimes the taxpayer’s signature are left blank – making the Cedula unacceptable as an identity document in some places. In addition, the data in the certificate is only handwritten, with errors simply remedied via correction tape – further degrading the validity of the records. This lack of authentication in the process encourages many to under-declare their incomes in order to reduce the additional community tax they would have to pay, since they have reason to believe they won’t get caught. But what for?

Php 1.00 for every Php 1,000.00 of income equates to a tax rate of only 0.1% for individuals. For someone who’s paid Php 20,000.00 per month, or Php 260,000.00 a year, that’s only Php 260.00. And compared to the Php 100,000.00 income he probably would have declared for his Cedula, that’s only an additional Php 160.00 – the difference between 1 dinner in Pizza Hut instead of Chili’s? For someone who earns Php 1 Million in a year, that’s just Php 1,000.00 – the cost of another button-down shirt for his closet? Even the maximum of Php 5,000.00 for individuals, while admittedly a considerable amount, is not worth the integrity of someone who makes at least Php 5 Million a year – or anyone for that matter.

Pay the correct amount for your Cedula. Don’t lie, cheat / steal just because you can get away with it.
